Developing LLMs in Poland: Opportunities, Challenges, and the CEE Perspective

Poland is now a leader in generative AI adoption, with 63% of adults using AI tools (higher than most European countries). Local open-source LLMs like Bielik, have proven business value and strong community support, but the ecosystem still faces major hurdles: limited funding, talent shortages, and fragmented collaboration between academia, business, and government.This roundtable will focus on:
- What are Poland’s real chances to build competitive, sovereign LLMs for business, government, and society?
- How can Poland and the CEE region leverage strengths, such as high adoption, strong communities, and emerging AI infrastructure to compete globally?
- What are the main barriers (funding, organizational, regulatory, talent) and how can we overcome them?
- How can we foster better cooperation between universities, industry, open-source communities, and public institutions?
- What can we learn from Western and open-source LLM initiatives, and how do we ensure models meet local needs and regulatory standards?The goal: identify actionable steps to accelerate LLM development in Poland and CEE, and to move from being just AI users to becoming creators and exporters of advanced language models.
